Blogger (aka Blogspot.com) - Sign up using your Yahoo or Google mail account. Free, lots of templates and options and a large blogging community.

WordPress.com - the free version of WordPress.

WordPress.org - the not-free version of WordPress, many more options for truly customizing your blog. A good choice if you are very serious about blogging or if maintaining a kind of "corporate' identity is very important to your library.

Drupal - an open source content management system, used by many libraries. Blogging is just one of many Web features/applications you can build into your Web site with Drupal, but takes quite a bit more "techno-geek" than one of the free services.
